5:30 City Council Work Session – The City Council will meet again in a work session to discuss the content of the FY 2017 Tentative Budget, in preparation for adopting a Final Budget during their regular meeting later in the evening. The Council has already met several times in work session to discuss budget issues, and held a public hearing on the Tentative Budget on June 7. Documents relating to adoption of the Budget are available on NovusAgenda as attachments for the “FY 2017 Budget” topic on the regular City Council meeting agenda. Dinner for the Council and staff will be available beginning about 5:15 p.m. I recommend Council members bring their Budget notebook or be able to access the Tentative Budget via their electronic devices.
7:00 Regular City Council Meeting
E.1. Swearing-in of Youth City Council Members – Although the agenda shows this matter occurring after the Open Session, Mayor Cutler may conduct this business before Open Session to accommodate the anticipated crowd for the swearing-in ceremony. Centerville Justice Court Judge David Miller will perform the swearing-in, and will also be recognized at this time for being recently honored as the Utah Justice Court Judge of the Year.

E.3. Public Hearing—Zone Map Amendment – This matter involves the rezone of a small parcel located at 142 & 144 East 1200 South from Residential-Medium to Commercial-High. This property was mistakenly zoned R-M during the 2003 City-wide rezone, even though it was being used for commercial purposes at that time. The Planning Commission recommended approval of the rezone.
E.4. FY 2016 Budget – As is normal during June each year, staff are recommending several amendments to the current Budget before the end of the current fiscal year, to keep the City in compliance with State budgeting guidelines. See Blaine’s list of recommended amendments. Notice of a public hearing on this matter was published as required by State law. Before the public hearing, however, Blaine will review the latest interim financial report, for the 11 months ending May 31, 2016, which will be helpful before taking action on the budget amendments.
E.5. FY 2017 Budget – State law requires the City Council to adopt a Budget for FY 2017 (which begins July 1) no later than June 22. The Council adopted a Tentative Budget in May and has met several times in work sessions to discuss its content. The agenda shows the several actions that are needed in connection with adoption of the Budget.
E.6. Redevelopment Agency (RDA) Meeting – Upon adoption of the City’s FY 2017 Budget, the Council will adjourn into an RDA Board meeting to adopt the RDA’s FY 2017 Budget, which has been reviewed in earlier meetings by the Board and the subject of a public hearing on June 7.
Reconvene City Council Meeting – Following the RDA meeting, the City Council meeting will be reconvened to continue with the business on that agenda.
E.7. Public Hearing—Zoning Code Amendments—Title 12 – The City Attorney has prepared the City’s Zoning Code for uploading to an online, searchable format using the services of Municipal Code Online (MCO). This required extensive renumbering, reformatting, changes to Code references, etc. The nature of the revisions are explained in a summary prepared by the City Attorney. The Planning Commission has reviewed the revisions and recommends approval of this comprehensive update. Even though these amendments are primarily non-substantive, a public hearing is required. With this approval, the Zoning Code will soon be available online to the public. Later this year the City’s municipal code and General Plan will also be available and searchable online via MCO.
E.8. Mayor’s Report – Mayor Cutler will report on several matters identified under this heading on the agenda.
E.9. City Council Liaison Report – Councilman George McEwan represents the City on the Davis County Mosquito Abatement District Board and the UTOPIA Board, and will report on the activities/issues of those organizations.
E.10. City Manager’s Report – Several topics are identified under this heading on the agenda.
E.11. Miscellaneous Business – Termination of the warranty period for the Sonic Drive-In is recommended by the City Engineer. Normally this would be under the Summary Action Calendar, but due to the lack of other items for the SAC, this matter was placed under “Miscellaneous Business”.
E.12. Closed Meeting, if necessary – At this time I do not know of a need for a closed meeting, but the agenda allows for that possibility.
E.13. Appointments to City Boards/Committees – Mayor Cutler may recommend appointments.
