E.4. Public Hearing -- Chapel Ridge Cove Subdivision PDO Amendment – The Planning Commission recommends approval of the following amendments to the PDO Master Conceptual Plan for the Chapel Ridge Cove project:
E.5. Public Hearing – Final Subdivision, Chapel Ridge Cove – This matter is shown on the agenda because it was advertised as a public hearing for this particular meeting. However, the developer is still working on some of the conditions attached to the Planning Commission’s approval of this matter. The City Council will not be asked to consider the matter until these conditions are met. Therefore, the Council should postpone this matter to the November 20th meeting.
E.6. Public Hearing – Zone Map Amendment re Woods Park Subdivision – Although this matter has been advertised for a public hearing in this meeting, the developer has requested a postponement. Therefore, the City Council should postpone this matter, including the public hearing, to the November 20 Council meeting.
E.7. Continue Discussion of Parks Capital Improvement Plan, Impact Fee, Etc. – These matters were discussed at the prior Council meeting. Since then staff have updated cost estimates with the help of the City Engineer and have revised the Park Impact Fee Facilities Plan and related Impact Fee Analysis. Staff would like to review these documents again with the City Council. If the City Council can agree on an increase in the Park Impact Fee, then a public hearing can be set and noticed for a future meeting. The enclosed Impact Fee Plan/Analysis is the latest version, but is under further review by staff. There may be more revisions by Wednesday evening.
E.8. Mayor’s Report – The Mayor will likely report on a few matters, including South Davis Metro Fire Agency topics. The Agency’s latest monthly report is enclosed.
E.9. City Manager’s Report – I will remind the Council of the Retirement Open House for Fred Campbell, former City Engineer to be held on November 13th from 3:30 to 6:00 p.m. Councilwoman Lindstrom would also like the Council to decide when they will be holding their first meeting in January. The first regular meeting would normally fall on Tuesday, January 1st, but due to the holiday could be shifted to the following night or to the following week. Setting the date of that meeting would allow Council members to plan around that obligation.

E.11. Closed meeting, if necessary – At this time, I do not know of a need for a closed meeting, but the agenda allows for that possibility.
E.12. Appointments to boards and committees – A number of terms on City boards and committees expire by the end of this year. The Mayor may have some recommendations for appointment or reappointment to those positions.
8:45 RDA Meeting – The purpose of the RDA meeting is to hear the request from Pheasantbrook Homeowners Association for additional financial assistance for repairs related to the December 1, 2011 windstorm. At their July 17, 2012 meeting, the RDA Board approved a grant of $91,093 for such repairs. The minutes of that RDA meeting are enclosed. Also enclosed is a document from the HOA requesting an increase in the grant amount from $91,093 to $125,000. Apparently the Board was under the mistaken understanding that the RDA had approved the possibility of going up to $125,000 in the earlier meeting. Staff corrected that misunderstanding with Board representatives and asked them to come back before the RDA Board if they wished to request more funding. The Board has at least three options: 1) deny the request for additional grant or loan; 2) approve the additional amount as a grant; 3) approve the additional amount as a loan, with expectation to be paid back over time as assessments are collected from homeowners.
