Subject: City Manager’s Summary of March 2, 2010 Council Meeting

UTA’s open house at Centerville Junior High for the South Davis Transit Project will be held just prior to the Council meeting from 4:00 ~ 7:00 p.m.  To allow Council members to attend this open house, the Council’s goal-setting session has been rescheduled to follow the regular Council meeting that night.  However, the Centerville Community Foundation meeting scheduled for 5:00 p.m. will proceed at that time.  It is expected to last only about 30 minutes, which would allow Mayor Russell and Councilman Allen to still attend the open house at the Junior High School.

7:00  Regular City Council meeting

E.1. Minutes – The minutes to be approved are enclosed. 

E.2. Emergency Management Training Calendar – The City’s Emergency Management leadership team consisting of the City Manager, Police Lt. Paul Child, Parks and Recreation Director Bruce Cox, and Councilman Lawrence Wright, has prepared the enclosed Emergency Management Calendar for 2010.  It includes training sessions and exercises for City employees as well as Citizen Corps components, including the Neighborhood Network.  Police Lt. Paul Child, who is also the City’s Emergency Management Director, will be at the Council meeting to review this calendar and answer questions. 

E.3. Legacy Trail Maintenance – With spring just around the corner, this subject will receive a lot of attention from trail users.  Therefore, decisions regarding maintenance responsibility for the trail need to be made by UDOT and the six local governments along the trail.  The city managers have been unable to get the desired response from UDOT and now need direction from their respective city councils as to how to proceed.  The Davis Council of Governments was given an update on this matter at their meeting last week.  See the enclosed letter addressed to COG members.  Also enclosed is a document entitled “Policy Considerations Regarding Maintenance of Legacy Parkway Multipurpose Trail.”  The City Council should use this document as the basis for their discussion Tuesday evening.  The City Manager will also report on two field trips he participated in over the past two weeks--one with UDOT officials and one with the subcontractor who installed landscaping and irrigation improvements along the trail.  During the recent field trip with UDOT employees, a number of deficiencies were noted and the city managers were told that UDOT would reply as to what, if anything, they will do regarding those deficiencies.  We are still waiting for UDOT’s response.  

The Interlocal Agreement drafted last year by the city managers and presented to UDOT is enclosed.  It was not accepted by UDOT.  However, the city managers believe that with appropriate support and pressure from elected officials, UDOT may step up and accept some maintenance responsibilities in a shared arrangement with the cities. 

E.4. Mayor’s Report – The Mayor asked that some information about the Safe Harbor Domestic Violence Shelter be enclosed in the Council packet.

E.5. City Manager’s Report – I will update the Council on two projects—the Centerville Canyon Debris Basin and Main/Parrish intersection improvements.  The meeting packet includes several related documents. 

E.6.  Miscellaneous Business – Program and registration information for the ULCT’s mid-year conference is enclosed.
 
E.7. Closed Meeting, if necessary – I am not aware of a need for a closed meeting at this time, but the agenda allows for that possibility. 

E.8. Possible Action following closed meeting – The Mayor may recommend several persons for appointments to City boards and committees. 

E.9. Council Goal-Setting Session – At this point in the meeting I recommend the Council move from the dais to sit around several tables to discuss and set goals for the coming fiscal year.  The meeting packet includes a listing of the goals suggested by Council members and shows their collective ratings. Also enclosed are submittals from department heads and City committees, as requested from the Council as part of this goal-setting process.  The department heads and committee chairs submitted their recommend priorities or strategic goals for the coming year.  All those that have been received are enclosed. In preparation for this goal-setting session, Council members should read these submissions as well as review the collective ratings of the goals suggested by Council members.

NOTICE IS HEREBY GIVEN THAT THE CENTERVILLE CITY COUNCIL WILL HOLD  ITS REGULAR PUBLIC MEETING AT 7:00 P.M. ON TUESDAY, MARCH 2, 2010 AT THE CENTERVILLE CITY COMMUNITY CENTER AND CITY HALL COUNCIL CHAMBERS, 250 NORTH MAIN STREET, CENTERVILLE, UTAH.  THE AGENDA IS SHOWN BELOW.

Centerville City, in compliance with the Americans With Disabilities Act, provides accommodations and auxiliary communicative aids and services for all those citizens in need of assistance, including hearing devices.  Persons requesting these accommodations for City-sponsored public meetings, services, programs, or events should call Blaine Lutz, Centerville Finance Director, at 295-3477, giving at least 24 hours notice prior to the meeting.
