Chair Cutler and Blaine Lutz, Finance Director, agreed with a suggestion made by Executive Director Thacker to add a separate line item to the RDA Tentative Budget for the pedestrian bridge enhancements.  Chair Cutler reported that the City may choose to fund additional enhancements to the sign that Hogan & Associates Construction has offered to donate for the 1250 West Parrish Lane intersection, to make the sign consistent with other City signs.  Councilwoman Fillmore suggested adding a “1250 West improvements” line item to the Tentative Budget that would include the sign and the powder coating for the poles.  The RDA discussed possible safety measures for the pedestrian bridge over I-15 at the freeway on/off ramps.

Chair Cutler opened a public hearing for the FY 2016 RDA Tentative Budget at 7:06 p.m.

Becki Wright – Ms. Wright asked for clarification regarding pedestrian crossing at the on/off ramps.  Mr. Thacker confirmed that the bridge design includes pedestrian crossing at the freeway on/off ramps on the north side of the interchange.  The Council expressed gratitude that the pedestrian bridge was added to the freeway project, despite the concession.  Ms. Wright stated she feels it would be preferable to have a dedicated pedestrian bridge.  She said pedestrian crossing at the ramps will be an imposition to traffic, an imposition to businesses, and an imposition to the safety of citizens.  Ms. Wright asked if the RDA approached area developers to solicit help, since increased pedestrian traffic will be a benefit to area businesses.  Director Wright said that developers were approached when the Megaplex theater development began, but no offer of help was made.

At 7:12 p.m. Chair Cutler ended the public hearing for the evening, to be continued on June 16, 2015.

At 7:12 p.m. Director Ivie made a motion to adjourn both the RDA meeting and the regular Council meeting.  Director Wright seconded the motion, which passed by unanimous vote (5-0).
